Georgia Medical Cannabis Commission Votes to Adopt Delivery Rule

The Georgia Access to Medical Cannabis Commission met September 30, 2026 to consider rules including new Rule 351-6-.11 on delivery, and reportedly voted to adopt the package. Delivery is not available yet: the rule has not appeared as effective in Georgia's official rules database.

Georgia has moved one step closer to medical cannabis delivery.

The Georgia Access to Medical Cannabis Commission (GMCC) met September 30, 2026 to consider a package of regulatory changes that included new Rule 351-6-.11 governing delivery. Post-meeting reporting indicates the Commission voted to adopt the package.

But patients should not interpret the vote to mean medical cannabis delivery is available immediately.

What changed

  • September 30, 2026: GMCC held a special called meeting to consider adopting the proposed rules. (The meeting is listed on GMCC's official meetings page. The reported vote to adopt is based on post-meeting reporting; official minutes or a recording had not been posted when we checked.)
  • October 1, 2026: The GMCC Commission Rules page still lists Rule 351-6-.11 under "Proposed Rules and Rule Amendments," and the Georgia Secretary of State's official Chapter 351-6 rules page does not list Rule 351-6-.11 Delivery as an effective rule.

Commission adoption and a rule becoming effective are separate steps. The official rules database is where the filing and effective date will be confirmed.

What delivery would cover

Based on the rule text published by the GMCC, Rule 351-6-.11 regulates delivery within Georgia's medical cannabis program:

  • Who can receive deliveries: registered patients, registered caregivers and certain healthcare institutions.
  • Verification: the dispensing licensee must verify the identity of the patient or caregiver and the validity of the recipient's Medical Cannabis Registry Card.
  • Destination, tracking and records: the framework includes controls on delivery addresses, tracking, proof of delivery and recipient verification.
  • Licensed dispenser responsibility: deliveries originate from licensed dispensers within the regulated program.

The rule refers to delivery channels such as the U.S. Postal Service, private carriers or other permitted arrangements. That is what the rule would permit and regulate, not what has launched. No delivery method is operating for Georgia patients today, and carrier policies and federal requirements may affect what is possible.
